The information has appeared on the official website of the organization Gambit eSports that the CS:GO roster will miss the regional qualification to World Electronic Sports Games 2017 due to visa issues.

Since 2016, China has made the rules of receiving a visa more rigorous for the citizens of Middle Asia: Kazakhstan, Kyrgyzstan, Uzbekistan, and Tajikistan. The Chinese consular agency imposed restrictions on the receiving of tourist visas and business visas in regard to the citizen of The Republic of Kazakhstan.
