The key card unlocks a door inside the J Kozma Ventures (JKV Company Building) in Buried City. The building is located in the Space Travel/ Parking Garage area, marked as a red zone on the map. Once you reach the fourth floor, you’ll find a door in the corridor with an electronic lock where the key card can be used.

Buried City Hospital Key

Enter the hospital from the main entrance or use a climb/zipline to reach the third floor. Once on the third floor, go up the stairs (or zipline) from the entrance. After the stairs, turn left into a long corridor, continue forward, and turn left again. At the end of the corridor, enter the locker room with red lockers. Exit the locker room, then immediately turn right — the locked door you’re looking for is located there and can be opened with the key.
